A Certificate of Compliance may be issued only to a vehicle housed and maintained outside of Minnesota, with proof of a valid federal inspection completed. 

Items required for review: 

1. Housed and Maintained form completed and signed 

2. Properly completed federal inspection that is clear and legible 

3. Minnesota registration/cab card 

4. $2 per decal. A service charge of $4.50 is assessed on credit card orders. 

Information required on each inspection: 

1. Carrier name and address 

2. Date of inspection 

3. VIN or license plate number 

4. 13 critical items are checked as OK 

5. Statement on the inspection form that the vehicle complies with 49 CFR 396.17
