The Kari Koskinen Manager Background Check Act (Minnesota statutes §§ 299C.66, 299C.67, 299C.68, 299C.69, 299C.70, and 299C.71) requires Minnesota rental property owners to conduct background checks on any employee who may access a tenant's home as part of their duties. Fill out and submit the Kari Koskinen Manager Background Check Consent Form to the Bureau of Criminal Apprehension (BCA) by mail or in person to:

Different types of background checks require different types of forms and different fees.

FBI national background check

If the applicant has resided in Minnesota for less than 10 years, a national fingerprint-based background check must also be done. The national check can also be performed at the landlord’s discretion. A sample fingerprint card is available here.

National fingerprint-based background check requirements

Landlords who conduct national fingerprint-based criminal history record checks are required to follow certain FBI processes. You must provide the applicant with the Privacy Act statement and the applicant must acknowledge receipt of that statement. Applicants who are the subject of a national fingerprint-based criminal history record check have certain privacy rights.

Background checks on tenants or other employees

With the notarized consent of the person (data subject), anyone may request a criminal history record background check. Use the General Informed Consent Form to do so.
