​BCA CJDN Network Security Policy

The Bureau of Criminal Apprehension’s (BCA) Criminal Justice Data Network (CJDN) Security Policy provides information your organization needs to comply with BCA requirements. This policy clarifies certain sections of the FBI’s CJIS Security Policy and sets statewide standards regarding the security and movement of criminal justice information within Minnesota.

BCA Vendor Screening Program

The BCA Vendor Screening Program is for staff with unescorted access to unencrypted criminal justice information and/or information technology (IT) systems with access to the CJDN. Upon completing the screening process, a vendor is cleared to work with any agency in Minnesota. This program includes all necessary agreements and contracts, fingerprint-based background checks, and appropriate awareness and training for staff. It also includes IT Security Screening for vendors with technology-based products or services, determining an organization’s capability to comply with the FBI CJIS Security Policy and BCA CJDN Security Policy.

BCA Use of Vendor Staffing

The BCA utilizes vendors to augment IT staffing, complete project work and provide training on vendor software/systems. Participation can vary from a single individual working a single issue, to an entire team working the duration of a project.

MNSITE Program

The MNSITE (Minnesota Seeking IT Enterprise) Program is a preferred procurement method for State of Minnesota agencies and other local units of government to secure vendors to provide highly-skilled consultants via a fast and intuitive process. This Minnesota Department of Administration and Minnesota IT Services (MNIT) program is for IT-related professional services and is not a contract for hardware, software or hosting services.

What has Changed?

The MNSITE Program seeks to combine the best attributes of the previous ASAP-IT and SITE programs into a new, streamlined, automated process. The most notable changes include the following.
•    Elimination of restrictive categories
•    An online application process
•    A completely automated process for responding to solicitations
•    Use of digital signatures when signing contracts
•    The MNSITE Program, like its predecessors, is continuously open for new vendor applications
